[7u communication] Request to create 7u40 stabilization forests

I'm sorry to tell you that I did the push to jdk7u40-dev-gate/jdk before
seeing this email (I got confused by another email to proceed with the
push) but it didn't get propagated to jdk7u40-dev/jdk. This changeset
would need to be rollback?
