One thing that was a bit unclear from your mail is whether the proposal 
is a fait accompli or not. I was surprised that there wasn't more 
feedback. From a distance then it does beg the question as to whether it 
would be saner to wait until the 7u60 stabilization forest is on the 
horizon before requiring the phase2 approval process. In the mean time 
then I would think that the jdk7u maintainers can be trusted to keep the 
bar high.
