[7u60] (Retroactive) Request for approval: 8009222: java.lang.IllegalArgumentException: not invocable, no method type when attempting to get getter method handle for a static field

This is to retroactively request approval for backport of 8009222 to 7u60:
      https://bugs.openjdk.java.net/browse/JDK-8009222

It fixes functional regression in JSR292 introduced in 7u40 due to a 
switch to LambdaForm-based implementation from JDK8.

The fix is verbatim copy from JDK8.

It was extensively tested in JDK8.

The fix is already integrated:
