Backporting the TCP Loopack fast path (Windows) improvement to JDK 8

Martin,

does the JDK 9 patch apply cleanly to the jdk8u code base (bar any path 
name changes) ?

The CCC was logged for JDK 9 only - We'd need one approved for JDK 8u 
before a push can be made.  I can help out there if necessary. Also - we 
can't accept patches hosted on non OpenJDK infrastructure ? Could you 
reply and append the jdk.patch file (as per webrev generation) to this 
mail ?
