Backporting the TCP Loopack fast path (Windows) improvement to JDK 8

Hi Sean,
As requested, attached is the patch file.
To create the patch, the unshuffle_patch.sh script from jdk9 repo was applied to the jdk9 patch to transform the file names back to the jdk8 project structure. The resulting patch was cleanly applied to jdk8u-dev.
If you could help with whatever other steps of the process we're missing, that would be appreciated!

Martin,

does the JDK 9 patch apply cleanly to the jdk8u code base (bar any path name changes) ?

The CCC was logged for JDK 9 only - We'd need one approved for JDK 8u before a push can be made.  I can help out there if necessary. Also - we can't accept patches hosted on non OpenJDK infrastructure ? Could you reply and append the jdk.patch file (as per webrev generation) to this mail ?
