It's a backport of 8175813, which fixes JVM numa detection on PPC64.

Currently there is no Linux distros that package only libnuma v1, so libnuma api
v2 (used in that change) is always available.

I understand that it's correct to proceed to request an approval to backport it
to 8u once reviewed and already in 10 before getting it into 9 [1].
