[8u-dev] RFA: 8072428: Enable UseLoopCounter ergonomically if on-stack-replacement is enabled

Hi!

Please approve the backport of this trivial fix to 8u-dev. The JDK 9 
patch applies cleanly as-is to the 8u-dev forest.

I have manually tested the fix. Default and hotspot jprt testsets also 
run and passed.
