We're not claiming any specific support for MinGW the minimalist GNU for Windows, this is more about getting the refactoring/naming
changes which make further changes easier.

This is a clean backport, except for the change in flags.m4: in later JDKs (since 8037825), we have warnings as errors,
but we don't do that in 8u so I won't apply that line.

Plus I regenerate generated-configure.sh.
