[8u communication] Call for new maintainers

Volker,

Modification of Project maintainers has been rare for the lifetime of 
this Project to date.

We do have a documented template which we can use[1].
Future Project owners would be free to modify the process if necessary.

The JDK Updates Project recently discussed the Maintainer appointment 
process[2].
Any questions relating to it can be taken up on that Project's mailing list.
