[8u communication] Call for new maintainers

Thanks to Andrew Haley and Andrew Hughes for nominating
themselves for the role of JDK 8 Updates Maintainer. I propose
to add them to the current group of Project maintainers.

After that, I plan to work with the current and new maintainers in
addressing the new approval requests in the jdk8u-dev queue.
