RFC: backport of JDK-8222980: Upgrade IANA Language Subtag Registry to Version 2019-04-03

Hi all,

I would like to backport the following bug:

To jdk8u-dev.

Patch applies cleanly, compiles and passes its test. The backport for
11 was also already pushed:

http://hg.openjdk.java.net/jdk-updates/jdk11u-dev/rev/6bd2a0d34f0e

The patch is mostly for consistency of both the Iana Subtag Registry
and the incoming Oracle JDK8 release.
