RFC: backport of JDK-8195478: sun/text/resources/LocaleDataTest.java fails with java.lang.Exception

Hi all,

I would like to backport the following bug:

The patch applies almost cleanly, sole exceptions are the usual patch
changes plus the bug id line in the test comments:

This patch is a followup of 8187946 and needs to be applied on top of
it, as it fixes a jtreg test failure in
test/sun/text/resources/LocaleDataTest.java.

I marked the original bug as both redhat-interest and
jdk8u-critical-request already.
