If somebody is working on a backport it should be noted as such in the
bug comments. jdk8u-fix-request is for flagging the bug to maintainers
for approval.

Yes, that's the process which should be followed in general.
If unsure whether it's worth backporting a fix, due to it being large
and/or risky, feedback can be solicited on the mailing list. Consider
CC'ing maintainers once a consensus has been reached.
