[8u] RFR(xs): 8232984: Upgrading Joni License version to 2.1.16

Hi,

Please review this Oracle JDK feature parity patch for 8u242. Since
licenses are dealt with in 8u differently than in later releases the
JDK 11 patch didn't apply. I've manually ported it to
THIRD_PARTY_README. The intention is to push this to all 8 repositories
once reviewed. Webrev below is for top repo only.

Pre-requisite of this patch going in is JDK-8204288[1] also getting
approved. Note: JDK-8204290 is already in jdk8u.
