Question regarding support of TLS 1.3

Good Morning,

Right now we have upgraded to jdk8u265-b01 (version for Windows). We wanted
to know why the latest JDK 8 and JSSE.JAR did not support TLS1.3 , like
Oracle  and Azul did.  Please advise.
