No 8u Build Promotion for 2020-09-18

I see no critical fixes (requested or approved) this week, so we'll
skip the promotion.

A reminder that a week today, 2020-09-25, is the freeze for 8u272.

If there are any critical fixes next week, then that will be 8u272-b09
instead.

Otherwise, 8u272-b08 will be the last public build promotion before GA.
