[11u] Proposal: Switch jdk11u development to Git/Skara with 11.0.13 cycle

Hi,
I have done my first jdk16u backport according to [1] and it has worked pretty smoothly even without Skara CLI tools.
It will certainly be even simpler when using them.
So I appreciate establishing the same backport process for 11u. It would be great to have the same backport process for all update releases, especially when we need to backport the same fix to several update releases.
