First batch of JEPs proposed to target JDK 9

As background, this list reflects the JEPs currently placed into the
"Proposed to Target" state by their respective owners after discussion
and review on (usually) other mailing lists.  (You can find the mailing
list for a JEP in the JEP itself.)

These JEPs are offered to all JDK 9 Committers for their consideration.
Feedback is more than welcome, as are reasoned objections.  If no such
objections are raised in one week's time, or if they're raised and then
satisfactorily answered, then I'll target these JEPs to JDK 9.
