RFR: JDK-8180167: (2nd webrev) JDK9 msg drop 40 l10n resource file update

It's fine to use its localized version when the "Catalog" means a 
catalog file, but not so when it represents the name of the document 
element, that is <catalog> in a catalog file, in which case <Katalog> or 
<catálogo> and etc. won't work.
