RFR: JDK-8180167: (2nd webrev) JDK9 msg drop 40 l10n resource file update

Hi Joe,

The linguists believe for some languages the term has its localized version, e.g. German, pt_BR, so not changed. For 
Chinese, we can tell the translation is inappropriate, so use English term to emphasize/correct the concept.
