Jigsaw and OSGi interop

My guess is that this project will require, as its starting point, an 
OSGi kernel that can be modified to first run as a module and then 
updated to be able to resolve modules that are installed in the module 
library. In that case, it may actually be a project that is (at least 
initially) downstream from an OSGi project like Apache Felix rather than 
an OpenJDK project. This is just a guess of course because there isn't 
an OSGi implementation/project in OpenJDK to work on.
