skip_boot_cycle=false build fails when BUILD_JAXWS=false

Since the changes to jaxws is infrequent and typically no synchronized 
jdk change required, importing a working version should work.  If the 
jdk8-b35 is up to date, I can't tell what's wrong yet.... this requires 
more investigation.

This problem begins to happen when jigsaw was sync'ed from jdk8-b2x 
(some old build b24?) to jdk8-b32.
