Yes, these needs a new home and we will need to figure out the 
compatibility impact on tools that use lib/dt.jar (same thing with other 
JAR files that will not exist in a modules image). There are a couple of 
other things missing too, SA comes to mind. We don't have a complete 
list at this time but we should have a script in jigsaw/jigsaw soon that 
will verify that everything gets a new home.
