CFV: New jigsaw Committer: Chris Hegarty

I hereby nominate Chris Hegarty to jigsaw Committer.

Chris has reviewer role in the jdk6, jdk7, jdk7u, jdk8 projects. He is 
lead for the sctp project.

Chris has contributed several significant changes to this project. 
Here's the list of changes that I could find (specific links as 
log?rev=chegar will match the 200+ other changes that he has pushed to 
jdk7 and jdk8).

Support installation of commands, configuration and native libraries
