Finishing up the requirements discussion

Due to circumstances beyond my control I was offline for much of the
past two weeks, which is why it's taken me until today to catch up
with the requirements discussion.

I'll post a second draft of the document shortly, and if possible I'd
like to finalize it by the end of next week (3/20).
