The last time this topic was brought up at Apple was a long time ago. I believe that the policy regarding loading out of the current working directory may have changed on Windows recently, but I could also be mistaken. Obviously, we do not merge platform-specific Windows code into our Mac OS X Java SE 6 and we are also not inclined to make any disruptive changes to Java SE 6 for the Mac, since the product is deprecated, near EOL, and all the focus is on Java 7.
Just a file a bug, and let Oracle decide on the policy for Java 7, since they have to weigh the compatibility, security, consistency, and documentation costs across all of their supported platforms.
