Can proguard be used to build deployment bundle for JWS?

That's not the case at all. If you saw something on the status page that led you to believe that I should edit it. Only standalone applications that will be distributed through the app store will need to bundle a JRE. 

End users will get a JRE, which includes Web Start and the Java plugin. Shortcuts will not need to embed a JRE, but they will need to be smart enough to detect if a Java runtime is installed and direct the user to java.com if it isn't. That work isn't done yet, but it's next on my list.
