The place to get the JRE from is http://www.java.com/en/download/manual.jsp#mac .  There is only current, hence never update thru control panel, and save your media from here.

Are you are really trying to embed a JRE facsimile (minus plugin/webstart), by ripping out the compiler & other developer stuff of a JDK?  That is from an Oracle page, though I do not have it right now.
