Are the JIRA tickets supposed to be public?

Currently, no.  We're in the process of migrating to a new bug system, which is not currently public (but we're working hard to make it so.)  The JIRA on Kenai (old repo) is frozen, so we can migrate a non-moving target.  Unfortunately, that also locks out public viewing.  Over time we will be excising references to the old JIRA and relink to the new.
