AFAIK, this isn't a policy in OpenJDK. There is a script in the 
top-level repo that will do a bulk updates and I think the original 
intention (going back many years) was that this should be run 
periodically to do bulk updates. It doesn't seem to run very often and I 
think this may be why more and more people ask that files be updated 
manually.
