RFR: 8147468: Allow users to bound the size of buffers cached in the per-thread buffer caches

The changes are pretty much self contained. I wouldn't see a problem 
with it coming back to jdk8u forest. If you want to work on patching, I 
can log a CCC request in parallel for the new system property.
