It dates back to when xattr.h could not be relied on to be in the build environment. I see Brian Burkhalter has picked it up but I don't know if he has done anything on it. I have as yet not done any work on [1] other than to assign the issue to myself (triage). I have no uncommitted changes so feel free to proceed.
