JIRA does not allow to add attachments

Hi Tom:

We had to temporarily disable attachments in JIRA in order to fix an 
problem we were having.  We're looking for a better solution that allows 
us to turn attachments back on again but I don't have an ETA yet on when 
it will be available.  Will let folks know when we do.
