OpenJFX versions - will they always track to JDK versions?

The plan seems to be that OpenJFX(N) will run on OpenJDK(N) and
OpenJDK(N-1) and make no efforts to support or break usage in OpenJDK(N-2):
so no guarantees of it either running or not on OpenJDK(N-2).
I suggested that this would be instead decided on a version by version
basis (especially when, for example, nowadays the vast majority of
developers are still on Java8 - big effort may be required for them to move
to java9+), but this seems to be the plan.
