CFV: New panama Committer: Jorn Vernee

I hereby nominate Jorn Vernee (openjdk id: jvernee) to Committer role in 
Project Panama.

Jorn has been doing an amazing job in helping us porting the binder code 
to Windows and also in cleaning up the Panama API. At the end of this 
email I included a list of changesets contributed by Jorn.

Votes are due by December, 6, 2018.

Only current panama Committers [1] are eligible to vote on this 
nomination. Votes must be cast in the open by replying to this mailing list.
