[vector] Time to start using JBS?

Hi,

It feels like it's a good time to start tracking the work being done for 
Vector API using JBS. Applying existing conventions (used across 
different projects), the following should be enough to distinguish 
Vector API-related bugs/enhancements:

   Affects version: repo-panama
   Fix version:     repo-panama
   Label:           vectorIntrinsics

Component/Subcomponent depend on the actual code being affected, but IMO 
it's fine to default to hotspot/compiler when it spans multiple components.

There's already a dashboard [1] for Panama set up by Jorn (thanks!).
Right now, all the relevant bugs are already listed there, but it can be 
improved by adding a dedicated filter for vectorIntrinsics.

What are your thoughts?
