Erik replied that it's up to the people/devs working on panama to decide
whether to use Github Actions or not

So, in case you guys are interested, I fixed the linux64 and macos64
builds: now the clang llvm 12.0 binaries will be downloaded (and cached)

I'm publishing everything, every kind of builds plus all the test results
and supports

Right now there is an additional workflow which check every 10m if there
are any new commits upstream, but this of course won't be needed if the
whole gets merged

There is just some minor polishing left regarding the release text to do,
but this is minor stuff
