[vectorIntrinsics] Merge the latest changes from master

Greetings, may I ask someone to merge the latest changes into `vectorIntrinsics`? This is required for https://bugs.openjdk.org/browse/JDK-8343689 . I attempted to create a merge PR myself, but apparently, I can't do it yet: https://github.com/openjdk/panama-vector/pull/222 .
