[vectorIntrinsics] Merge the latest changes from master

Hi Mikhail,

Since the Vector API is incubating in the main repo (jdk) you can target a PR for JDK-8343689 to that repo, if suitable. That’s generally how we have been proceeding with many features and enhancements, rather than accumulating in the Panama vectorIntrinsics repo and then integrate to the main repo with one large PR. (The exception being related features which have their own branch e.g., the ongoing vector float16 work.)
