Code Review Request for 8004873: Arrayindexoutofboundsexception for jce decrypting

Vinnie,

8004873 is a bug inside OracleUcrypto provider whose sources are managed 
separately from OpenJDK.
To address comments that the corresponding regression tests should also 
be managed separately, I removed them from the OpenJDK workspace.
