Add MaxRetries.java test to ProblemList

Hi Alan

There's been more than a week bug

was reassigned to hotspot and the test still fails for latest nightly at

 
/net/sqenfs-1/export1/comp/vm/jdk/nightly/fastdebug/comp_baseline/solaris-sparcv9/

Therefore, I request it be added into ProblemList.java. A sub task is 
created at
