[8] Request for review: 8023769: JDK-8016850 broke the old build

Hi,

Could you please review my fix for 8023769:

The bug is not yet available on bugs.sun.com, but basically the fix for 
JDK-8016850 moved/removed 2 files and the corresponding Makefile was not 
updated which broke the old build. Old builds are still needed for 
certain components such as JCE and deploy.
