RFR 8040321: keytool and jarsigner tests doesn't pass though VM tools to tools

Most are simple, except that ts.sh needs to call TimeSTampCheck.java which then calls jarsigner, therefore more hops.

To test the change, I modify my own keytool and jarsigner so that they fails when a certain system property is set, and then I run the tests with that system property on. I see no problem.

JPRT is running.
