[9] RFR 8077273: Disable the PKCS11 NSS tests on Windows

The recent upgrade to using Visual Studio 2013 compiler and runtime has caused a problem
for the NSS DLLs which are pre-built using VS2010. This change temporarily excludes the failing tests
from the PKCS11 NSS test runs on Windows.
