RFR 8157389: Release Note: New default -sigalg for jarsigner and keytool

I copied the exact @implNote from JarSigner into the release note.

BTW, I noticed NIST 800-57 Part 1 has a new revision 4, which has the same tables as in revision 3. A new bug https://bugs.openjdk.java.net/browse/JDK-8171190 created and I'll create a webrev soon.
