JEP Review Request: SHA-3 Hash Algorithm

This looks good. One suggestion, in the Description section, I think we 
should state what the standard algorithm names are for the 4 new 
MessageDigest algorithms. It is sort of implied, but I think we should 
be more specific. Perhaps after the "These can be implemented ..." 
sentence, add:

"The standard names for the four new SHA-3 MessageDigest algorithms are 
"SHA3-224", "SHA3-256", "SHA3-384", and "SHA3-512"."

Also, in this line:

* "SUN" provider: SHA-3 digests, i.e. SHA3-224, SHA3-256, SHA3-384, and 
SHA3-512

I would remove "SHA-3 digests, i.e.". It doesn't seem necessary.

In the Testing section, is there a link to the NIST known answer tests 
that you can add?
