It doesn't need to be a jtreg test, I think all we need here is a 
minimal SecurityManager that shows the bug you are running into. As I 
said, there have been several changes in this area since JDK 8 so a 
custom SM that shows the issue with JDK 11 or JDK 12 EA builds would be 
good. I hope it doesn't require bringing along a complete URI parser.
