TLS 1.3 was a massive project. It went into jdk/jdk around June 2018. 
It's really important for changes like this to get as much testing, and 
interop testing, as possible. Several projects and individuals 
contributed by testing the EA builds and providing timing feedback and 
bug reports. We need more of this to be able to identify behavior 
changes like you reported because it's impossible for tests to catch 
everything.
