[15] RFR JDK-8244151: Update MUSCLE PC/SC-Lite headers to the latest release 1.8.26

Anyone can help with this trivial two-line change? Just updating the 
version to 1.8.26 from 1.8.24, no change to the headers' content besides 
the version change/update.
