RFR: 8284641: Doc errors in sun.security.ssl.SSLSessionContextImpl

JDK-8228396 turned stateless resumption on by default, but the JavaDoc was not modified accordingly.
And a "{" is missing for @systemProperty jdk.tls.server.enableSessionTicketExtension.
